The old saying goes "everyone complains about the weather, but nobody does anything about it". Well, you still might not be able to actually control the weather, but now at least you can insure yourself against it. There are companies that will sell you an insurance policy against different weather events. If you have an event that would be ruined by say an inch of rain or 4 inches of snow, you can purchase a policy that will pay you if such an event occurs on the specified date at your location. The best way to verify the actual weather that occurred is to have a trained observer on-site taking the measurements. This can get a little costly, though, as the observer would have to be compensated for time spent at the location, travel & expenses, providing a report, etc. For the past few years, I have been providing weather verification for insured weather events for locations across the United States. Using a combination of surface reports and Doppler radar precipitation estimates, I am able to make useable determinations of prevailing weather for these events without the time and expense required to actually travel to each location. The cost for these verifications usually runs: $50 for a single day plus $10 for each additional consecutive day.
